The HSE Crisis Pregnancy Programme's Funding function is the largest single component of the Crisis Pregnancy Programme's annual budget. The Funding function allocated over €4.3 million to a broad range of services in 2009. The aim of the Crisis Pregnancy Programme’s Funding function is to support the mandates of the Crisis Pregnancy Programme and the implementation of the Crisis Pregnancy Programme’s strategic objectives.
Working to support the Crisis Pregnancy Programme’s first mandate
The Funding function works to support the Crisis Pregnancy Programme’s mandate to prevent crisis pregnancy by funding projects aimed at young people aged 11–24; these include but are not limited to: personal development programmes for early school-leavers and those at risk, Youth Health Information Cafés and the delivery of integrated youth health services in partnership with national organisations such as the HSE and Foróige. The Crisis Pregnancy Programme allocated over €870,000 in 2008 to the area of crisis pregnancy prevention and sexual-health education to both existing services and a number of pilot initiatives nationally.
Working to support the Crisis Pregnancy Programme’s second mandate
The Funding function works to support the Crisis Pregnancy Programme’s second mandate of providing services and supports to those experiencing crisis pregnancy through the provision of free crisis pregnancy counselling services for women, their partners and their families, and by funding services and supports for new parents and those considering adoption.
The Crisis Pregnancy Programme continues to administer the crisis pregnancy counselling grant to One Family, Cura, the IFPA, LIFE Pregnancy Care, Pact, and the Dublin Well Woman Centre (this grant was previously administered by the Northern Area Health Board). Over €1.6 million was provided in 2008 in core funding to these services. The Crisis Pregnancy Programme supplements this core financial support by providing significant additional funding, over €850,000 in 2009, to these and other agencies and organisations involved in provision of free crisis pregnancy counselling and post termination counselling. As part of its strategic objective in this area the Crisis Pregnancy Programme continued to work towards the expansion of existing crisis pregnancy counselling services in 2008 and towards the establishment of new centres. Two new crisis pregnancy counselling centres were established in 2009 on an outreach or pilot basis in partnership with CURA and Bray Women’s Health Centre. The Crisis Pregnancy Programme allocated over €2.8 million to the area of crisis pregnancy and post-termination counselling in 2009, including the improvement of standards through training and supervision.
Working to support the Crisis Pregnancy Programme’s third mandate
The third mandate to provide counselling, medical and other health services after crisis pregnancy is primarily supported through the funding of post-termination counselling and medical services and through the funding of postnatal supported accommodation services.
In addition to the supports for counselling and medical services over €1 million was allocated to the provision of services and supports for those experiencing crisis pregnancy in 2009 to both ongoing services and a number of pilot initiatives.

The Funding function of the HSE Crisis Pregnancy Programme is now part of the HSE’s Governance Framework for Non Statutory Agencies.
